Bike lane covered in sand, rest of road is freshly paved

Description

At Brunswick St between Sackville and Prince (just before the right-turn lane onto Sackville southbound) a new gas line was installed. The contractor paved over the trench, but left a mound of sand over the bike lane rather than paving that section.

There's no obvious reason why the bike lane, and only the bike lane was covered in sand. If an access hole is needed, why not do so one metre to the side, just past the end of parking?
